The hour by hour plan
This works for both a private rental car and a guided bus tour. Times shift slightly with traffic.
7:30 AM, leave hotel
Pickup at downtown hotel for guided tours. If self driving, leave Toronto via QEW heading southwest. Coffee and breakfast en route at the Tim Hortons in Burlington (about 45 minutes out).
10:00 AM, arrive Niagara Falls
Park at the Rapidsview Park and Ride lot for CAD 12 per day if self driving. Take the WeGo bus to Table Rock for CAD 12 per person all day. The walk down to the boat dock takes 8 minutes.
10:30 AM, Hornblower boat ride
Going first means you beat the 11 AM coach surge. The trip is 20 minutes on the water, 45 minutes total with boarding. Wear quick dry clothes under the poncho.
11:30 AM, Journey Behind the Falls
Walk back up to the main Niagara Parks building. Journey Behind the Falls takes 30 to 45 minutes. The lower observation deck is the highlight.
12:30 PM, lunch at Table Rock
Table Rock House Restaurant has fallsview tables, mains CAD 22 to 38. Or pack a sandwich and eat at Queen Victoria Park, free.
2:00 PM, Skylon Tower
10 minute walk from Table Rock. Elevator up takes 52 seconds. Stay on the deck 30 to 45 minutes. Best time for the wide angle photo.
3:30 PM, optional Niagara-on-the-Lake
20 minute drive north. Walk Queen Street, taste at one or two wineries (Konzelmann Estate has lakefront tasting). Allow 90 minutes for a meaningful stop.
5:30 PM, return to Toronto
Drive QEW back, expect Friday afternoon traffic to add 30 minutes. Bus tours arrive at downtown hotels around 7 PM.

Leave downtown Toronto by 8 AM at the latest. Earlier (7 to 7:30) helps you beat both the QEW commute and the Hornblower boat queue at 11 AM.
A guided bus tour is $120 to $250 per person depending on inclusions. Self driving costs about CAD 80 in fuel and parking, plus the cost of attractions, around $130 per person for two travelers.
For solo or paired first time visitors, take a tour, the cost is similar once you add the boat and attractions. For groups of 4 or more, rent a car for the cost saving and flexibility.
